SUBJECT : California Veterans Board

DIGEST : This bill removes the Secretary of the State
Department of Veterans Affairs as a member of the
California Veterans Board and replaces the secretary with
an additional member appointed to the California Veterans
Board by the Governor.

Assembly Amendments deleted provisions for from the Senate
version which:
1.Changed the due date of the California Veterans Board
annual report to the Legislature from August 1 to
September 1, and also changed the period reported on from
calendar year to fiscal year.
2.Specified that both the Undersecretary and the Deputy
Secretary of Women Veterans are to be veterans as defined
in the Government Code.
ANALYSIS : The seven-member California Veterans Board
(Board) is responsible for determining policies for the
operations of the State Department of Veterans Affairs
(DVA). Until January 1997, the Secretary of DVA was not a
member of the Board. SB 1470 (Johannessen), Chapter 1145,
Statutes of 1996, placed the secretary on the Board. The
author's office states that after several years, "It is
clear that the previous arrangement is the preferred one
for all concerned."
Related Legislation
SB 1411 (Johannessen) - 1999-2000 Session , authorizes the
services of a part-time attorney for the Board and
reassigns the exciting duties of the Board's executive
officer to an administrative assistant. (In Assembly

SB 1717 (Chesbro) - 1999-2000 Session , requires a member of
the Board to also be a resident of one of the state's
veterans home. (In Assembly Appropriations Committee)
