Tucker, Jr., Chairman SB 653 (Dills) - As Introduced: March 2, 1993 SUBJECT Draw Poker DIGEST Existing law makes playing, dealing or conducting the game of draw poker ša misdemeanor in a county with a population exceeding 4 million, if a šmajority of the voters of the county have voted to prohibit draw poker. This bill restricts the ability of the voters in a county with a špopulation exceeding 4 million to prohibit draw poker to only the šunincorporated areas of the county. FISCAL EFFECT None COMMENTS This measure would prevent countywide voters in Los Angeles County from šprohibiting draw poker in incorporated areas of the county. A number of šcities in Los Angeles County, either by election or adoption of an šordinance, permit the operation of card rooms where draw poker is played. šThese cities, including Gardena, Bell, Bell Gardens, Commerce and šInglewood, believe that a county initiative should not be able to abrogate štheir ability to permit draw poker. Existing law prohibits the operation šof a card club in a city or county unless a majority of the electors of the šcity or county approve such gambling.
